Aleph Alpha has released Kolibri, a German-English model with 78 billion parameters, under the Apache 2.0 license. Its mixture-of-experts design activates about 3.46 billion parameters per token, and the company says it combines strong German benchmark results with faster decoding than comparable models. The Netherlands is moving from experimentation toward a standardized sovereign workplace as three government IT providers build DAWO, a Linux-based replacement for Windows desktops and proprietary collaboration tools. The pilot now covers eight municipalities, with NixOS selected as the client operating system for reproducible, centrally managed deployments. NixOS is a Linux distribution that defines software, settings, and system components declaratively in configuration files. This lets administrators reproduce the same workstation setup consistently, track changes, and roll back deployments when necessary.

AWS will disconnect its European Sovereign Cloud from the AWS Global Network backbone for several hours on October 24, 2026, to demonstrate that the German region can operate without non-EU infrastructure. Canada’s Cohere and Germany’s Aleph Alpha have outlined a planned merger that would create a transatlantic sovereign AI company with headquarters in Toronto and Berlin, a workforce of more than 1,000, and an estimated value of about $20 billion. Cohere, founded in Toronto, develops enterprise AI and foundation models, while Heidelberg-based Aleph Alpha specializes in language models for governments and regulated industries. The deal still needs regulatory approval but is expected to close later this year, with the combined business operating under the Cohere name.
